Section 31.1 - Issuance of certificate of insurance

Any insurer, any employee or agent of an insurer, any insurance agent, or any authorized representative of the Assigned Risk Plan, issuing an owner' s policy of liability insurance, or a binder with respect to such a policy (other than the renewal of an existing policy or renewal endorsement), pursuant to article 6 of the Vehicle and Traffic Law, shall issue a certificate of insurance, in a form prescribed by the Commissioner of Motor Vehicles.
