Registrants with fleet registered vehicles shall surrender the plates in any issuing office or central point established by the Department of Motor Vehicles when required by these regulations or when the registrations are not renewed. If the registrant does not surrender the plates when required to do so, the registrant shall be required to continue to pay registration fees for such vehicle or vehicles until such surrender occurs.
