Article V of IRP requires member jurisdictions to provide a restricted plate or permit to move an empty vehicle from one lessee carrier fleet to another by an owner/operator not operating as a lessor. Such an owner/operator may apply for an in-transit permit from any district office of the Department of Motor Vehicles as provided in section 401-a of the Vehicle and Traffic Law. The district office shall contact the International Registration Bureau of the department which shall issue an IRP-50 30 Day Unladen Weight Permit and transmit a copy of such permit to the applicant through the facilities of the district office. Such modified 30 Day Unladen Weight Permit/hunter's permit may be used only in accordance with the terms contained thereon.
