Section 22.1 - Introduction

Section 400-a of the Vehicle and Traffic Law authorizes the Commissioner of Motor Vehicles to refuse to register any vehicle or class of vehicles for use on the public highways where he determines that the characteristics of such vehicle or class of vehicles make such vehicle or class of vehicles unsafe for highway operation. The provisions of this Part implement the authority granted under section 400-a of the Vehicle and Traffic Law.
