The Commissioner of Motor Vehicles agrees to furnish the city of New York with names of registrants against whom a tax was stated but not collected. If the tax was not collected because of a change of address made at the time of application for renewal, the Commissioner of Motor Vehicles further agrees to supply the city of New York with old and new addresses of said registrants.
