A local authority may sell an abandoned vehicle without a vehicle identification number plate to a registered scrap processor or a certified vehicle dismantler only. Vehicles sold to anyone other than a registered or certified scrap processor must contain a public vehicle identification number plate. To obtain a new vehicle identification number, the local authority should apply to the Department of Motor Vehicles, Office of Field Investigation, Empire State Plaza, Albany, NY 12228. Form MV-272.1 must be used to request a vehicle identification number.
