Upon any reregistration or amendment of a registration where the registration has an expiration date in 1973 or thereafter, a windshield validation sticker will be issued. This provision shall not apply to a reregistration or an amendment of any registration for which a number plate having the month or year of expiration embossed thereon or a number plate having a plate validation sticker is proper.
