Section 16.2 - Scope of regulations

These regulations shall apply to special number plates, but shall not apply to:

(a) number plates in series reserved in the public interest for purposes of facilitating identification of State and municipal vehicles and those owned by members of international governmental organizations;

(b) number plates assigned by the commission for issuance by county clerks;

(c) number plates issued for a motor vehicle exempt from the payment of a registration fee pursuant to subdivision (6) of section 401 of the Vehicle and Traffic Law; or

(d) number plates issued to amateur radio operators pursuant to paragraph (e) of subdivision (6) of section 401 of the Vehicle and Traffic Law.
