Whenever a dealer obtains or orders a special or distinctive plate for the purchaser of a motor vehicle, pursuant to Vehicle and Traffic Law section 403-b, the department shall issue a credit to such purchaser for any number plates or other temporary or interim plates issued in advance of the receipt of the special or distinctive plate.
