Sections 404 and 411-a of the Vehicle and Traffic Law authorizes the Commissioner of Motor Vehicles to issue "special number plates" to applicants, upon payment of the service charge prescribed by such sections of such law , in addition to the regular registration fee prescribed by Section 401 of such law.
