(a) An applicant for a license or a non-driver identification card or an applicant renewing such a license or such identification card must submit his or her social security number or provide proof that he/she is not eligible for a social security number.

(b) The failure of a person to submit his or her social security number or to provide proof that he/she is not eligible for a social security number, as set forth in subdivision (a) of this section, will disqualify such person from renewing such license or identification card or obtaining such a license or identification card.

(c) The acquisition of social security numbers of such licensees and identification card holders will permit the department to more accurately exchange driver's license data with police agencies, other states and the Federal government. The social security number submitted will not be printed on the driver's license or identification card document. The social security number will not be a public record and will not be made available to the public.
