Section 1050.4 - Application of other sources of financial support

(a) A recipient of financial support from the division shall not substitute such support for other resources available for use, including but not limited to:

(1) Federal aid otherwise committed to or intended for use in the program or local agency;

(2) home relief payments received on behalf of eligible clients;

(3) health insurance benefits;

(4) revenues derived from the operation of the program or local agency; and

(5) revenues committed by a related organization or corporation.

(b) A recipient of financial support shall cause application for aid under titles IV, XVI, XIX and XX of the Federal Social Security Law, or any other Federal law to be completed for each eligible client, and submitted to the appropriate agency for processing. A recipient of financial support shall render all cooperation as may be necessary to maximize any potential Federal aid. All information concerning the identity of any individual, received pursuant to this subdivision, shall be confidential.

(c) Such recipient of financial support, by the acts of application for an acceptance of such support, grants to the division full authority to seek, with the approval of the Director of the Budget, any available Federal aid for substance abuse services on behalf of that recipient of financial support. The division may submit claims directly to the appropriate Federal agency or through another State agency authorized to submit such claims. The recipient of financial support shall render any assistance, and perform any act which may be required to make, mature or validate any such claim.
