Section 853.4 - Credentials board

(a) Membership composition.

(1) The commissioner shall appoint no more than fifteen (15) members to serve on the credentials board to ensure a membership representative of the diverse field of substance use disorder and gambling disorder prevention, treatment and recovery.

(2) Membership shall be made up of an equal distribution of Credentials offered by the Office based on a percentage of the total number of Credentialed people during the time of appointment.

(3) No member shall be an employee of the Office.

(4) At least three (3) members must be consumers and/or Peers as defined in this Part.

(b) Membership terms. Credentials board members shall serve terms of three (3) years.

(c) Designation of chairperson. The chairperson of the credentials board must be designated by the members of the board in accordance with the board's by laws.

(d) Reappointments.

(1) Reappointments may be made at the discretion of the commissioner except that no person shall serve more than two (2) consecutive terms.

(2) Former members of the credentials board may be reappointed after an absence of at least three (3) years.

(e) Limitations. No board member shall also serve as an officer or board member of any professional association representing regional or statewide alcoholism and substance abuse counselors, prevention practitioners or problem gambling counselors while serving as a member of the credentials board.

(f) Functions.

(1) The credentials board shall serve in an advisory capacity to the commissioner concerning the credentialing process;

(2) The credentials board must establish written bylaws.

(g) Removal of board members. Members of the credentials board serve at the direction of the commissioner and may be removed without cause.
