Part 686 - Operation of Community Residences
Section 686.7 - Program for supervised community residences

(a) Principles of compliance.

(1) Supervised and supportive community residences shall provide a plan of services developed and delivered in accordance with the requirements of Part 671 of this Title.

(2) Admission to a supervised residence shall be based primarily on the applicant having a diagnosis of a developmental disability (see glossary, section 686.99 of this Part) and that his/her need for supervision and services can adequately be met.

(3) Clinical services delivered by appropriately qualified parties, including assessment, direct service, and the supervision and training of others providing services oversight at the residence, shall be provided in accordance with each person's need. Such services also include, but are not limited to, determining the appropriateness of admission and continued need for service, and providing service delivery at the residence. Clinical services delivered directly by the residence are limited to those provided by parties in the professional titles identified in section 686.13 of this Part. Nothing herein shall be taken to preclude person's accessing additional clinical services outside the residence either through their day program or any other appropriately qualified provider.

(b) Standards of certification.

(1) OPWDD shall verify that additional written assessments, identified by those responsible for program planning, have been obtained.

(2) OPWDD shall verify that staff involved in planning a person's program understand why the specific person outcomes were determined to be the most appropriate to address the person's identified needs at this time.

(3) OPWDD shall verify that the plan of services, on an overall basis, is being implemented as developed.

(4) OPWDD shall verify that the staff in the community residence having program and/or supervision responsibilities for a specific person know what their role and/or responsibilities are in carrying out the person's plan of services.

(5) OPWDD shall verify that at least annually there is a review, and recommendations are made on the following:
(i) that the current residential placement is appropriate to the person;

(ii) that the description of the person's general program activities in and out of the residence and the person's participation in those activities reflects the needs and interests of the person; and

(iii) that the level of the person's participation in the neighborhood/community activities is consistent with the person's needs and interests.
