(a) This section applies to all services, whether or not they are preexisting services.
(b) Nothing in this Subpart shall be construed as a release of any liability for services, whether they were delivered before, on or after the payment start date.
(c) Any reduction or waiver of a fee shall not constitute nor be construed as a release of the individual or any liable party from liability for payment of the full fee.
(d) Nothing in this Subpart shall be deemed to create any entitlement to services.
