Part 578 - Medical Assistance Rates Of Payment For Residential Treatment Facilities For Children And Youth
Section 578.1 - Background and intent

(a) The purpose of these regulations is to establish standards and methods for determining rates of payment made by government agencies pursuant to title 11 of article 5 of the Social Services Law for services provided by a residential treatment facility for children and youth licensed by the Office of Mental Health in accordance with the provisions of Part 584 of this Title.

(b) In order to be eligible for payments pursuant to title 11 of article 5 of the Social Services Law, a residential treatment facility for children and youth must meet the requirements of the Mental Hygiene Law and the requirements of title XIX of the Social Security Act, as identified in section 502.2(d) of this Title.

(c) The rates of payment established according to these regulations are intended to be adequate to meet the costs of an efficiently operated facility.
