Section 507.1 - Background and intent

(a) Chapter 499 of the Laws of 1989 authorized the establishment of funding for community based services for children with serious emotional disturbance.

(b) The purpose of a community based system of mental health services for children with serious emotional disturbance is to provide services which are responsive to children and families within their community so as to avoid unnecessary institutionalization and separation of children from their families and communities.

(c) The purpose of these regulations is to establish standards for the use of the authorized funding for purposes of developing a comprehensive community based service system within the community for children with serious emotional disturbance.

(d) These regulations provide for the establishment of an interagency group that has responsibility for monitoring the system of services, identifying gaps in the service system, recommending the development of services as appropriate and providing technical assistance to the member agencies.
