The powers and duties of the Division of Alcoholism and Alcohol Abuse, as set forth in section 19.07, subdivision (a) of the Mental Hygiene Law, include the implementation of a program of services adapted to the needs and interests of young people as well as the promotion of programs for the prevention of alcoholism and alcohol abuse.
