No public or private agency shall establish or carry on experimental pilot clinic programs for the treatment of drug addiction which includes the administration of maintenance dosages of addicting drugs except with the prior approval of the Commissioner of Mental Hygiene and subject to his review and in conjunction with related experimental pilot clinic programs established by the commissioner.
