Section 77.7 - Design and space requirements-all facilities

(a) General.

(1) The design and furnishing of all facilities shall promote a noninstitutional homelike environment, provide for individual privacy and further the effective operation of all programs.

(2) The physical plant shall be designed with primary consideration given to meeting program needs of the patients or residents and only secondarily for [cont'd] the convenience and efficiency of staff or economy of construction and operation.

(3) Individual buildings may be self-sufficient entities or have special purposes as may be necessitated by the facility's program and indicated in the site and space utilization plan.

(b) Support and service space.

(1) A separate designated support area shall be provided in conjunction with living units for each 60 beds and shall include:
(i) Housekeeping work and storage space.

(ii) Storage area for clean linen.

(iii) Janitorial closet including slop sink, when necessary, and space for storage of janitorial supplies.

(iv) Space for storage of out of season clothing if necessary.

(2) Kitchen and dining areas.
(i) Space shall be set aside and furnished for dining in the amount of 15 square feet per patient or resident. Such space may be used for other appropriate purposes between meals if such use is approved by the department.

(ii) Kitchen space shall be sufficient in amount, design and equipment to meet the needs of the patient or resident population. If a commercial food service is to be used or if meals are to be prepared by an adjacent facility, space and equipment shall accommodate the requirements for sanitary storage, processing, handling and serving.

(3) The following engineering, maintenance and equipment areas shall be provided and shall be secure from intrusion by unauthorized persons:
(i) A storage room or area for building maintenance equipment, tools and supplies.

(ii) A refuse room or other approved area for holding trash prior to disposal.

(iii) An equipment storage room for grounds maintenance equipment and supplies.

(c) Offices shall be provided for administrative staff as appropriate. Offices shall be provided for program staff whose functions require them.

(d) A separate area sufficient in size and properly furnished and equipped shall be provided for storage and maintenance of individual patient or resident case records.

(1) Such space shall include storage area, work areas and office space for appropriate staff.

(2) Location, design and equipment shall be appropriate to maintain records secure from traffic, theft and unauthorized inspection, and secure from damage from fire or water.

(e) Offices or work areas shall be provided for use by the representative of the Mental Health Information Service. The amount and design of such space shall be as required by the Mental Health Information Service.
