Section 70.3 - Definitions pertaining to this chapter

(a) A class shall mean a category of facilities subject to the issuance of an operating certificate and distinguished by certain common characteristics of persons served, programs of services provided, staff skills, and premises.

(b) An operating certificate shall mean a written document, pertinent to the appropriate class, conveying to the public the authorization by the commissioner of a provider of services to operate programs stated thereon through specified facilities.
