(a) Admission and treatment procedures must be designed to minimize the perception of being estranged from the rest of the community, to eliminate any depersonalizing or degrading procedures, and to maximize the patient's self-esteem. This would include, but not be limited to, patients maintaining possession of their own clothing and personal belongings unless contraindicated for health or safety reasons.

(b) All personal property, including money, shall remain in the possession of patients unless they appear incapable of caring for them or wish to turn over such personal property for safekeeping. In such cases, all money received and held for a patient, and any interest accrued on said money, shall be held in trust on his or her behalf. Patients shall be advised that they are responsible for all personal property and money they choose to retain.

(c) The director of a facility may take temporary custody of a patient's personal property which is turned over to him by family, friends or other persons. In such a case, the director shall issue a receipt to the person turning over said possessions as well as to the patient.
