Labor Law, section 27-a, subdivision 4a, requires the Commissioner of Labor by rule and regulation to adopt, for the protection of the safety and health of public employees, all safety and health standards promulgated under the United States Occupational Safety and Health Act of 1970 ( Public Law 91-596) in effect on December 27, 1980, and to promulgate and repeal such rules and regulations as may be necessary to conform to the standards established pursuant to that Federal enactment.
