Underwriters, payroll auditors and field service representatives are designated for the purpose of inspecting the plants and establishment of employers insured with the State Fund and shall make such reports thereof as may be required. Recommendations, whenever possible, shall be given to the policyholder as to means and methods which will tend to reduce accidents and diseases and to safeguard the health and safety of workers.
