This rule shall apply to employers who are eligible for either a premium credit in accordance with subdivision (6) or a reduction in their required security deposit in accordance with subdivision (7) of section 134 of the Workers' Compensation Law and to safety and loss management specialists certified pursuant to Part 60 of this Title who develop and recommend safety incentive plans.
