With the approval of one or more members of the Board of Mediation, the executive secretary or, in the event of his absence or disability, the assistant to the executive secretary, or such other person as may be specially authorized by the board to do so, may select and designate the arbitrator in any matter which the parties voluntarily agree to submit for arbitration to the Board of Mediation, or to a designee of the Board of Mediation.
