The term party or parties as used herein in connection with proceedings under section 706 of SERA, shall mean any person, persons, entity or entities cognizable under SERA, instituting any procedure under SERA, or named as a respondent or party in interest in any matter filed under SERA, and any other persons or labor organizations whose interventions have been permitted by the board, hearing officer, mediator, or fact-finder.
