This Part establishes procedures and standards for the approval by the Industrial Commissioner of safety programs of non-profit organizations or which are publicly funded in whole or in part, so as to authorize the employment of minors 16 and 17 years of age in occupations in which they have completed an approved work training program, as provided in subdivision 4a(3) of section 133 of the Labor Law, as added by chapter 433 of the Laws of 1971.
