This Part sets forth the procedures and policies to establish and maintain the Special September Eleventh Bidders Registry created by New York State Labor Law, section 349. T he purpose of this Part is to establish procedures for the application process in which apparel manufacturers and contractors may qualify for placement on the registry and the removal of manufacturers and contractors from the registry.
