(a) Certificate of competence as blaster.

A non-refundable fee of $120 shall accompany each application to the Commissioner of Labor to take the exam for a certificate of competence as a blaster. Upon passing the exam, the application fee shall be applied towards the certificate of competence. Thereafter, a non-refundable fee of $120, payable to the Commissioner of Labor, shall accompany each triennial application for renewal of such certificate.

(b) Certificate to keep or store explosives.

The following schedule of non-refundable fees is hereby prescribed for a certificate to keep or store explosives, and for each annual renewal thereof, required by subdivision 3 of section 458 of the Labor Law:

Blasting cap or detonator magazine $ 5
Explosives magazines containing:
less than 200 pounds $ 5
200 pounds or more but less than 10,000 pounds $10
10,000 pounds or more but less than 20,000 pounds $15
20,000 pounds or more but less than 30,000 pounds $20
30,000 pounds or more $25
