Any large carpet or rug shall be deemed highly flammable and dangerous if it fails to meet the standard contained in Appendix F-3 of this Part (Standard for the Surface Flammability of Carpets and Rugs, DOC FF 1-70, issued by the U. S. Secretary of Commerce).
