A regulation is an official act of the superintendent of general application, that is, a statement of a rule applicable to future as well as existing situations, and applicable to all or any class of insurers, agents, brokers, adjusters, employees of the Insurance Department, or other persons subject to being regulated by the Superintendent of Insurance.
