(a) Executive authority; the combined fields of policy and administration.
(b) As applied to individuals:
(1) the head of an organization; or
(2) collectively, the head and his immediate
staff and any or all persons possessing supervisory persons' delegated
authority; or
(3) broadly, the
persons within an organization who originate transactions.
