Any application by a licensee for the renewal or amendment of his license shall be considered as an application for a license and shall be filed in accordance with section 16.102 of this Part; and any such application for amendment shall set forth the reasons for such requested amendment. In considering any such application for renewal or amendment, the department will apply the requirements set forth in section 16.103 of this Part as appropriate corrective amendment of a license may be issued by the department at any time upon its initiative.
