Sections 22-14-24 to 22-14-29 NMSA 1978, "Horace DeVargas Act," authorizes the New Mexico commission for the blind to establish, maintain and operate a vending stand program for legally blind persons under the auspices of the "Randolph-Sheppard Act", Public Law 74-732 as amended by Public Law 83-565, 93-516 and 95-602, 20 U.S.C. Chapter 6A, Section 107.
