A license granted under these regulations is not transferable to any other owner, whether an individual or legal entity, or to another location. The authority shall not guarantee or be liable for or responsible for guaranteeing the transfer of the license to any other owner or other location. The existing license shall be void and must be returned to the licensing authority when any one of the following situations occurs:
A. any ownership interest in the CTC changes;
B. the CTC changes location;
C. the licensee of the CTC changes; or
D. the CTC discontinues operation.
