The requirements set forth herein have been promulgated by the secretary of the New Mexico department of health, by authority of Section 9-7-6 of the Department of Health Act, NMSA 1978, as amended; and Sections 24-1-2, 24-1-3, 24-1-5 and 24-1-5.2 of the Public Health Act, NMSA 1978, as amended.
