The Community Alcoholism and Alcohol Abuse Prevention, Screening and Treatment Act, Section 43-3-11 A(2) NMSA 1978 (as amended by Laws 1993, Chapter 65), which requires the department to adopt rules to provide for "the format and guidelines for county DWI plans and the criteria for evaluating them."
