These regulations apply to public or private facilities that provide care, services, and supervision for three (3) or more non-resident adults for less than twenty four hours of any day, and come within the statutory definition of "health facilities" set out in Section 24-1-2(D) of the Public Health Act, Section 24-1-1 to 24-1-22 NMSA 1978 as amended, and are required to be licensed by the licensing authority.
