Persons visiting New Mexico state monuments shall conduct themselves in an orderly manner, and shall not use threatening, abusive, boisterous, insulting or indecent language, make indecent gestures, beg or solicit for any purpose, gamble or operate any gambling devise or any nature, abandon any property within the New Mexico state monument system, or discriminate in any manner against any person or persons because of race, sex creed or national origin. No person shall sell or offer for sale and food, goods, wares, merchandise or liquids except for permission of the director.
