The gaming operator licensee's internal controls shall include procedures and controls for securing drop and hopper contents when gaming machines are temporarily removed from the floor; refilling an empty hopper; making hopper adjustments; and restricting access to computerized fill systems in a manner that prevents access by unauthorized persons and fraudulent payouts.
