(a) Scholarships shall be awarded annually for the costs of undergraduate study at an eligible New Jersey institution of higher education to the dependent children of New Jersey law enforcement officers killed in the line of duty.
(b) For the purpose of establishing the financial need eligibility of students for this scholarship, those students incurring the cost of a full-time undergraduate program of study at an eligible New Jersey institution of higher education, having lost the financial resources of a parent, are deemed to have financial need.
