In accordance with New Jersey statute (N.J.S.A. 18A:64A-23), the Office of the Secretary of Higher Education establishes criteria pursuant to which the chief fiscal officer of a county shall issue a certificate of residence to a person desiring to enroll in a community college as a nonresident student.
