Chapter 15, New Jersey Educational Facilities Authority: Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act, was originally codified in Title 9 as Chapter 18, New Jersey Educational Facilities Authority: Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act. Chapter 18 was adopted as R.1994 d.304, effective June 20, 1994. See: 26 N.J.R. 1486(a), 26 N.J.R. 2579(a).
Chapter 18, New Jersey Educational Facilities Authority: Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act, was recodified as N.J.A.C. 9A:15 by R.1995 d.114, effective February 21, 1995. See: 26 N.J.R. 4879(a), 27 N.J.R. 683(a).
Pursuant to Executive Order No. 66(1978), Chapter 15, New Jersey Educational Facilities Authority: Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act, expired on June 20, 1999.

Chapter 15, Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act, was adopted as new rules by R.2013 d.074, effective May 6, 2013. See: 45 N.J.R. 98(a), 45 N.J.R. 1135(a).
In accordance with N.J.S.A. 52:14B-5.1, Chapter 15, Rules and Procedures for Implementation of the Higher Education Facilities Trust Fund Act, was scheduled to expire on May 6, 2020. Pursuant to Executive Order Nos. 127 (2020) and 244 (2021) and P.L. 2021, c. 104, any chapter of the New Jersey Administrative Code that would otherwise have expired during the Public Health Emergency originally declared in Executive Order No. 103 (2020) is extended through January 1, 2022. Therefore, this chapter has not yet expired and is extended 180 days from the later of the existing expiration date or the date of publication of this notice of proposed readoption, whichever is later, which date is January 29, 2022, pursuant to N.J.S.A. 52:14B-5.1.c, Executive Order No. 244 (2021), and P.L. 2021, c. 104.
