Alternative permitting programs may establish application processing procedures or decisionmaking requirements which differ from those set forth in 7:50-4.31 through 4.42. The Commission in its discretion may disapprove a requested alternative program due to the type, magnitude, location or complexity of development to be reviewed under the proposed program.
