(a) A reserve price will be established for each CO[2] allowance auction.
(b) The reserve price will be either the minimum reserve price or the CCR trigger price, as specified at N.J.A.C. 7:27C-1.2, Table 1 of the definition of "CO[2] cost containment reserve trigger price" and N.J.A.C. 7:27C-9.
