The rules in this chapter, being necessary to promote and protect public health and safety and the environment, shall be liberally construed in order to permit the Department to effectuate the purposes of the Department's Enabling Act, N.J.S.A. 13:1D-1et seq., the Solid Waste Management Act, N.J.S.A. 13:1E-1et seq., the Industrial Site Recovery Act, N.J.S.A. 13:1K-6et seq., the Spill Compensation and Control Act, N.J.S.A. 58:10-23.11aet seq., the Underground Storage Tank Act, N.J.S.A. 58:10A-21et seq., the Underground Storage Tank Finance Act, N.J.S.A. 58:10A-37.1et seq., the Brownfield and Contaminated Site Remediation Act, N.J.S.A. 58:10B-1et seq., and the Site Remediation Reform Act, N.J.S.A. 58:10C-1et seq.
