(a) Unless specifically exempted at 7:26-3.3(a) and 7:26A-6.6(a), the transportation of organic and/or combustible matter, including off-specification used oil as defined at 7:26A-1.3, or other forms of solid waste, on the roadways and highways in this State shall be made only through the use of:

1. Transportation systems established, operated and maintained in accordance with the rules set forth in this subchapter;

2. Other methods of transportation as may be approved by the Department.
