Section 6A:27-9.7 - Bulk and combination bids

(a) District boards of education may receive bulk and combination bids.
1. A bulk bid is a bid that is awarded for a
lesser price than the sum of the individual bids when all routes advertised in
the bulk bid are awarded to one bidder.
2. A combination bid is a bid that is
designed by the district board of education and groups specified routes
together to be serviced by the contractor utilizing the same vehicle for all
routes in the group.
(b) Bulk and combination bids shall include individual route or contract costs.
1. Bulk bids shall contain a percentage
deduction that shall be applied to each route or contract bid price when all
routes or contracts contained in the bulk bid are awarded to a single
bidder.
(c) Bulk bidding shall not be used to eliminate competitive bidding.
