(a) The Department shall evaluate the extent to which the activities set forth in the project address distress criteria, with particular emphasis on the following:
1. The extent to which they will
alleviate poverty by increasing total household income;
2. The extent to which they will increase
disposable income by increasing access to facilities and services at affordable
prices, such as housing and health care;
3. The extent to which they will reduce
unemployment, including creating jobs, increasing access to jobs, creating
business activities, and strengthening existing neighborhood-based business
enterprises; and
4. The extent to
which they contribute to enhancing the quality of life in the neighborhood, as
reflected in physical and/or programmatic improvements, in ways that have the
potential to increase the market competitiveness of the neighborhood, and its
attractiveness to potential homebuyers and renters, including, but not limited
to, environmental and cultural resources, educational and recreational
activities, business attraction and retention activities, historic
